Responsiveness to Instruction (RtI) is a large initiative that Chatham County is moving to implement. The North Carolina Department of Public Instruction (DPI) has provided LEAs with training and some state guidelines. However there are several components of RtI that are left up to the individual LEAs. As Chatham County moves forward with implementation, we will be identifying district procedures. Due to the size of this initiative and the newness of the initiative for the state, some trial and error are expected. Therefore, please be aware that the District RtI Team will work hard to address concerns schools may have, in order to meet the needs of the students. At this time, the following action steps are scheduled:

Speech/Language and LD in listening comprehension and oral expression
There have been many questions about procedures for referring students for speech/language, as well as how to determine the difference between listening comprehension and oral expression. The RtI district team, with assistance from the speech/language specialists, will be working on some guidelines to provide assistance


Procedures for emergency cases
The EC Department and Student Support Services will be creating procedures to follow for students who are in immediate need of support. Currently, there is a draft to use as a guide.


Assessment Tools
The district continues to look for easy to use assessment tools.

  • Angela Quick will be over RtI, as it moves into regular education
  • RtI falls under ACRE and will be part of accountability
  • At the state level, a lot more focus is being placed on the core.
  • DPI will be working on developing some clarity within the tiers. They are also starting to weave ELL, AIG, and EC within the tiers.
  • There are now three regional consultants on contract,w ho will hold regular meetings.

High School
  • The pilots are Asheville City, Cabarrus, and Johnson
    • Asheville City isusing their alternative school
    • Cabarrus - Robinson High School
    • Johnson - South Johnson High School
  • Pilots visited Portland Oregon's RtI center. They visited Taggard. General observations:
    • Our state seems to have a better handle on knowing where students are.
    • North Carolina had the following concerns over the use of their standard protocol: If a student needed Tier II interventions in reading, they received Read 180. However, if there was not a slot available, the student had to wait. Once the student was in Read 180, s/he did not get to come out until the semester ended.
  • Will be putting in place the Content Literacy Continuum (CLC) in the pilot high schools, as well as the following counties: New Hanover, Swain, Winston Salem.
  • The pilot high schools are reading Five Steps for Building and Maintaining the Framework by John McCook. This book is focused on a three-tier model instead of four, but gives some good information.
